Macromedia developed Flash and was bought by Adobe in 2005. See

The difference is that the normal Adobe installer attempts to download the Flash binary via the Internet and for whatever reason (overloaded server?) that isn't working. (I'm sure Adobe is working on fixing it.) The macromedia installer includes the Flash binary in the disk image itself.
I don't know why a PPAPI plug-in isn't installed (I gather from the wikipedia articles on NPAPI and PPAPI that the PPAPI plug-in is needed for Chrome?); perhaps that's not included in the macromedia installer?
