Create it for its intended use.  If the document will on the web dpi does not really matter for the web but does matter for some features you you use in Photoshop.  What matters is the document pixel width.  Height matters if you want it to fit on displays without needing to scroll. Use DPI 72 or 300 I Prefer 300.

 

If the document is for print use some high DPI 300 350 360 it will not matter much.   For example I create Photo Collage templates the print size I want inches wide and inches high and use 300DPI.    Image the will populate this collage template document will resized to the images area masked to the image aspect ratio and shape and  will be resampled to 300 DPI using Bicubic interpolation. The actual image file will not be altered only the placed smart object layer is transformed.  The embedded  object contain a copy of the original image files. Collage are layered document and printed.   It very easy to work on the populated image for your whole high quality image are in the placed images.

 

As I wrote don't be overly concerned with DPI be more concerned with the quality and number of pixel you have to work with.

 

Normal People do not examine prints with a loop.
