How can I obtain the programs so I will always have them with out needing to continue paying every year?
That's known as a perpetual license and the superseded CS6 is the only version still available as a perpetual license (pay once, own forever).

Note that CS6 is no longer being developed so there will be no further updates or upgrades to CS6.
CC and CC 2014 (the current version) are only available via a Cloud membership.
